— The question presented by this case is, what is the legal destination of the fees paid into ■ the county treasury for licenses to sell intoxicatiug liquors ? Do they belong to the common school fund of the State, to be loaned out and the interest only expended for the purposes of tuition ? or are they a part of the school revenue for tuition, to be expended as such ? And, if school revenue for tuition, do they belong to the county where they are paid in and the licenses granted, or are' they to be distributed throughout the State, as other school revenue for tuition ?
