— Appeal by claimant from a decision of the Unemployment Insurance Appeal Board, filed May 30, 1974, which reversed a referee’s decision in favor of claimant and sustained the Industrial Commissioner’s initial determination ruling claimant ineligible for benefits on the ground that he lacked total unemployment, charging him with a recoverable overpayment and imposing a forfeiture penalty for willful misrepresentations.
