MEMORANDUM OPINION AND ORDER

Dawid Grzegorz Habrzyk (“Petitioner”) brings this action for the return of his daughter (“Child”) to Poland under the Hague Convention on the Civil Aspects of International Child Abduction, Oct. 25, 1980, T.I.A.S. No. 11670, S. Treaty Doc. No. 99-11 (“Hague Convention” or “Convention”), and implemented by the International Child Abduction Remedies Act, 42 U.S.C. § 11601 et seq. (“ICARA”). (R. 1, Pet.)
