The court declares today that the petition under consideration — which would impose limitations upon the legislature’s power to raise new taxes — qualifies for submission to a vote of the electorate. I concur in the court’s judgment only insofar as the court declares that the measure is not vulnerable to protestants’ presubmission procedural challenges.
