This is an action for compensation, filed by Conway Beverley Carter Brown (petitioner) on October 1, 1988, and subsequently amended on February 7, 1989, commenced under the authority of the National Vaccine Injury Compensation Program, codified as amended at 42 U.S.C. §§ 300aa-10, et seq.
