This matter is before the Court on supplemental briefing for Defendants Halliburton Company (“Halliburton”), KBR, Inc. (“KBR”), Kellogg Brown & Root Services, Inc. (“KBRSI”), and Service Employees International, Inc.’s (“SEII”) (collectively, “Defendants”) Motion to Dismiss [Dkt. 11], following the Fourth Circuit’s decision in United States ex rel. Carter v.
