This three-judge district court has been convened pursuant to 28 U.S.C. § 2284 to hear claims in three cases, consolidated for this purpose, that certain plans of the City of New York (“City”) with respect to its primary and general elections scheduled for September 10 and November 2, 1981, respectively, violate § 5 of the Voting Rights Act of 1965, as amended (hereafter “Voting Rights Act” or the “Act”), 42 U.S.C. § 1973c (1976). 1 Plaintiffs have moved for a preliminary injunction prohibiting the City, its officials, and its Board of Elections from holding these…
