This matter arises from a contract dispute between the plaintiff, Chariho Regional School District (Chariho or plaintiff), 1 and the Rhode Island Department of Education (RIDE), the Rhode Island Department of Administration (DOA), the Rhode Island Council on Elementary and Secondary Education, and former Commissioner of Education Kenneth Wagner (Wagner) (collectively, the state defendants).
