The prologue to this opinion may be found in this Court’s previous opinion Silva v. Universidad de Puerto Rico, 817 F.Supp. 1000, 1001-1005 (D.P.R.1993). There, the Court determined that, pursuant to 29 C.F.R. § 1601.74 n. 5, the EEOC filing deadline for Title VII sexual harassment and retaliation claims against the University of Puerto Rico (“UPR”) — an instrumentality of the Commonwealth — is 180 days.
