YEGAN, J.

A bail bondsman seeks refuge under the First Amendment umbrella. Is he a champion of commercial constitutional speech rights just trying to make a living by directly soliciting bail bond business at a county jail or has he committed a crime? A bail bondsman has a right to make a living but the bonding rules require compliance with the Insurance Code and the regulations promulgated by the Insurance Commissioner.
