I.Introduction

We consider here petitioner’s objections to the Report and Recommendation (“R & R”) issued by the Honorable Carol Sandra Moore Wells.

Jerome Gibson filed this counseled petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 against Jeffrey Beard, the former Secretary of the Pennsylvania Department of Corrections, and Louis Fol-ino, the Superintendent of the State Correctional Institution at Greene.
