Pursuant to a resolution of the board of street openings and improvements, passed on the 21st day of October, 1895, directing the corporation counsel to take the necessary proceedings to acquire title to lands required for the opening of East 187th street, a notice was duly published in the City Record on January 7, 1897, of an application to be made for the appointment of commissioners of estimate and assessment.
