Procedural History

On Thursday, March 15, 2001, the Court held a bench trial in this case and took the matter under advisement. This Order sets forth the judgment of the Court.

On July 11, 2000, the Plaintiffs filed suit against the Virginia Beach School Board and its Chairman, Daniel Edwards, charging that the provision in the Virginia Beach School Board’s Bylaws (“Bylaws”) prohibiting “personal attacks” during the public comment period of School Board meetings is unconstitutional.
