Jacobi P. Malone appeals the district court’s 1 grant of summary judgment to Little Rock Police Officer Robert Hinman, Little Rock Police Chief Stuart Thomas, and the City of Little Rock (collectively, “defendants”) on Malone’s various constitutional claims under 42 U.S.C. § 1983 for Officer Hinman’s alleged use of excessive force in shooting Malone.
