’ | |This appeal stems from a Wholesale Water Purchase Contract (“contract”) between appellants, Town of Lead Hill, Arkansas, et al. (“Lead Hill”)' and the ap-pellee, Ozark Mountain Regional Public Water Authority (“Ozark”). On April 27, 2009, the parties entered into a contract with a forty-year term for Ozark to provide potable water to Lead Hill.
