¶ 1. The Mississippi Department of Wildlife, Fisheries, and Parks (MDWFP) found that conservation officer Gaylon Bradshaw' sent harassing and sexually graphic text messages to a female only a short time after he had' been reprimanded and suspended without pay for similar misconduct involving another female. Bradshaw eventually admitted to sending the text messages, and MDWFP terminated him. Bradshaw exercised his right to appeal to the Mississippi Employee Appeals Board (EAB), and the EAB ultimately upheld his dismissal. Bradshaw then appealed to circuit court, the…
