In this adversary proceeding, the Chapter 7 Trustee seeks a determination as to the payment of claims against the estate from assets liquidated by the Trustee, including several lienhold interests of two competing claims of the U.S. Economic Development Administration (“EDA”), and Yellowstone County, Montana (“County”). A motion for partial summary judgment as to the first priority position on certain personal property has been filed by EDA.
