OPINION OF THE COURT

BECKER, Circuit Judge.

Appellant Walter Guyer, who was incarcerated at the State Correctional Institution (SCI) at Cresson, Pennsylvania, refused to sign a form power of attorney consenting to the receipt of his mail by prison officials because he claimed that it interfered with his right of access to the *1426courts.
