This disciplinary matter is before the court from a remand of an earlier case involving Respondent Stephen T. Kennedy in which the court ruled that certain allegations in the Formal Complaint against Kennedy were inappropriate because they had not been reviewed by the Investigative Panel of the State Disciplinary Board.
