This suit was brought by plaintiff, a taxpayer, to annul and set aside two ordinances of the Municipal Council as hav*714ing been adopted in violation of the charter of the city, and in contravention of the Constitution and laws of the State.

An injunction was issued in accordance with the prayer of plaintiff’s petition. The following is a brief history leading to the compromise assailed:
