MADDOX, Justice.

Henry M. Brady filed a petition for writ of mandamus in the Circuit Court of Mobile County, asking that the State Pilotage Commission be directed to issue to him a Mobile bar pilot’s license. The court refused to issue the writ; Brady appealed to the Court of Civil Appeals, and that court reversed the trial court’s judgment and granted the writ. The Commission filed an application for rehearing in the Court of Civil Appeals and requested that court to supplement the facts in its opinion, but that court refused to do so, and denied rehearing.
