MEMORANDUM

LASKER, District Judge.

Plaintiffs, Calvin Johnson, Wayne Trimmer, Raymond Smith, Charles Steadwell and Henry Carter, are felons confined in the Green Haven Correctional Facility. Defendants are the Governor, the Attorney General and the State of New York. Predicating jurisdiction on 28 U.S.C. §§ 2281 and 2201, plaintiffs seek injunctive and declaratory relief against the enforcement of New York Civil Rights Law §§ 79 and 79-a (McKinney Supp.1972) on the grounds that they violate the Fifth, Eighth and Fourteenth Amendments.
