Appellant King L. Wright appeals a February 20, 2001, Board of Veterans’ Appeals (BVA or Board) decision that denied, inter alia, separate 10% ratings (effective June 10, 1999) for each ear for his Department of Veterans Affairs (VA) service-connected tinnitus.
