The history of this lawsuit is set out comprehensively in this Court’s post-remand Supplemental Findings and Conclusions of March 27, 2015 and, accordingly, will not be rehashed again here. See Noble v. Sombrotto (“Noble IV”), 84 F.Supp.3d 11 (D.D.C. 2015).
