INTRODUCTION
Navigators Specialty Insurance Company (Navigators) issued commercial general liability (CGL) insurance policies (the Policies) to Moorefield Construction, Inc. (Moorefield), a licensed general contractor. In this appeal, we address the meaning, scope, and application of two standard provisions of the Policies. The first is the coverage A section, which provides that the insurance applies to property damage caused by an “occurrence,” defined to mean an “accident.” The second is the supplementary payments provision, which requires the insurer to pay “[a]ll costs…
