In this Chapter 11 proceeding, an appeal has been taken by the City of Portland from an order of the Bankruptcy Court which imposed certain limitations upon the rights of the Appellant-Intervenor, with respect to its participation in the reorganization of the Debtor-in-Possession, a public utility transportation company.
