On April 22, 2008, plaintiff Budisukma Permai SDN BHD (“Budisukma”) filed a complaint and applied ex parte for an order for process of maritime attachment against defendant N.M.K. Products & Agencies Lanka (Private) Limited (“NMK”), pursuant to Rule B of the Supplemental Admiralty Rules for Certain Admiralty and Maritime Claims (“Rule B”). See Fed.R.Civ.P. Supp. R. B(l).
