Mona A. Orange, Maxine G. Batson, Joan M. Ward and James W. Couch (“Plaintiffs”), current and/or former Suffolk County Civil Service competitive class employees with the Department of Social Services (“DSS”), have brought the instant action pursuant to 42 U.S.C. § 1983 against the County of Suffolk (the “County”), Suffolk County Executive Robert J.
