Knutson, Justice.

This is an appeal from an order denying relators’ motion for a new trial in a quo warranto proceeding brought to test the validity of the reorganization of school districts. Relators are legal voters and freeholders in Brown County, in this state.

A school survey committee was organized in Brown County pursuant to M. S. A. 1953, § 122.41. After a study of school conditions in that county, the committee made its final report on or about November 1, 1948, which included a proposal to consolidate Independent School District No. 81 of Hanska with Common School Districts Nos. 7,…
