WILLIS, Judge.
Cynthia Arellano contends that the Workers’ Compensation Commission erred (1) in considering an issue on review that was not raised by either party, and (2) in determining that she had failed to prove that she sustained a permanent partial impairment. We affirm the commission’s decision.
