I. INTRODUCTION

Petitioner, Leonard M. Frazier, an inmate at West Tennessee State Prison (WTSP) in Henning, Lauderdale County, Tennessee, who was formerly confined at the Hardeman County Correctional Facility (HCCF), has filed a habeas petition under 28 U.S.C. § 2254, with a motion to proceed informa pauperis.
