Allstate Life Insurance (Allstate) petitions this Court for review of a November 19, 1996 order (Resettlement Order) by the Board of Finance and Revenue (Board),1 which established a tax credit to offset against Allstate’s 1993 Gross Premiums and Annuity Considerations Tax (Annuity Considerations Tax)2 liability.
