MEMORANDUM AND ORDER
VELA, District Judge.
This action was brought by Raul Espino, Jr., a seven year old multi-handicapped child who cannot adequately regulate his body temperature, by and through his parents, seeking declaratory and injunctive relief and damages for the alleged failure of Defendants to provide him with an education in the “least restrictive environment appropriate to his individual needs”.
