Appellant was notified by letter dated December 27, 1977, that his services with the City of Little Rock’s Fire Department were terminated because of his unauthorized removal of personal property from a privately owned automobile. In the same letter, he was informed of his right to appeal and was referred to § 55, Article 15 of the Rules and Regulations of the Department: “Conduct prejudicial to the public service.” Pursuant to Ark.
