Petitioners seek review of an order of the Federal Energy Regulatory Commission (Commission) which (1) disallowed a composite emergency rate charged by Natural Gas Pipeline Company of America (Natural) to off-system customers, (2) selected a lower rate “prescribed” in Natural’s filed tariff schedule, and (3) ordered Natural to refund to the off-system purchasers the excess charges.
