This proceeding arises out of a marriage dissolution action wherein Plaintiffs ex-wife obtained an Income Withholding Order from the Minnesota Courts pursuant to an Order for Spousal Support. Plaintiff’s ex-wife served the Withholding Order on Plaintiffs employer, the Department of Veteran Affairs (“DVA”). DVA then commenced garnishing Plaintiff’s wages.
