STEPHENSON, Justice.

Franklin Circuit Court entered judgment holding Chapter 293, Kentucky Revised Statutes, to be valid. T. A. Pardue appeals. We affirm.

The 1972 General Assembly enacted the Kentucky Savings Bond Authority law, now compiled as Chapter 293 of Kentucky Revised Statutes, creating the “Kentucky Savings Bond Authority” as an independent agency of government to be directed and guided by seven commissioners. The bond authority is empowered to sell and issue savings bonds which will mature in not more than 15 years in various denominations, none to exceed $10,000 or to be less than…
