ROBINSON, Chief Justice.

Robert Estrello brought suit to set aside an order of the City of Lubbock Civil Service Commission indefinitely suspending and permanently dismissing him from his position as an officer of the Lubbock Police Department. The trial court rendered judgment that the Commission’s order be set aside and that Estrello be reinstated to his former position. Defendants, City of Lubbock, et al., appeal challenging the trial court’s conclusions of law that the Lubbock Civil Service Rules under which Estrello was suspended were too vague and indefinite to afford him due process of…
