James M. MacFarlane, a major in the United States Army Reserve and a former member of the Connecticut Army National Guard (CONNARNG), appeals from the January 28, 1982 judgment of the District Court for the District of Connecticut, Blumenfeld, J., dismissing his civil rights action against the Governor of Connecticut, the Adjutant General of CONNARNG, and the Secretary of the Army.
