We consider whether to grant Mark Andrew Overall’s application for admission to the Bar of Maryland. The Character Committee for the Sixth Appellate Circuit (“Committee”) recommended that Overall’s application be denied because: (1) he demonstrated a lack of candor; (2) his law license had been suspended and not reinstated in Alabama; and (3) because he did not accept personal responsibility for his actions.
