On June 17, 1971, a petition was filed with the superintendent of the educational service region of Vermilion County requesting that he call an election to vote on the establishment of a community school district in the area described in the petition. The petition filed with the regional superintendent purported to be filed under the provisions of section 11— 6 of the School Code. (Ill. Rev. Stat. 1971, ch. 122, par. 11 — 6.)
