delivered the opinion of the court:

This is an action for damages for the breach of an express contract by the defendants. The facts briefly stated are as follows:

*213On February 28, 1898, the Postmaster General issued and published an advertisement inviting sealed proposals for furnishing stamped envelopes and newspaper wrappers in such quantities as might be called for by the department during the period of four years, beginning the 1st day of October, 1898.
