MEMORANDUM OPINION

TURK, District Judge.

This matter is before the court on plaintiffs’ motion for entry of a preliminary injunction and defendants’ motion to dismiss pursuant to Federal Rules of Civil Procedure 12(b)(1) and 12(b)(6). After careful consider*259ation of the record, the applicable law, the briefs submitted by the parties, and the arguments presented by counsel at the hearing, the court finds that it must grant the motion to dismiss for lack of subject matter jurisdiction. Accordingly, the court must deny the motion for entry of a preliminary injunction.
