STEINBERG, Judge:
The appellants in these consolidated cases both filed timely Notices of Appeal as to decisions of the Board of Veterans’ Appeals (BVA or Board) declining to reopen previously and finally disallowed claims for Department of Veterans Affairs (VA) service connection for a specified disability in each case. The Court in each ease vacated the BVA decision in question and remanded the matters for readjudication. Each appellant then filed an application for an award of reasonable attorney fees under the Equal Access to Justice Act (EAJA), 28 U.S.C. § 2412(d). For the reasons set…
