The City of Richmond instituted this action against The Chesapeake and Potomac Telephone Company of Virginia, hereinafter called “the company,” to recover $128,422.64, plus interest, which it alleged accrued under the terms of a thirty-year franchise granted by the city to the company on May 12, 1932, to engage in the business of providing local telephone exchange service in the city of Richmond, Virginia.
