You have requested a legal opinion from the attorney general's office regarding the responsibility, accountability, and legal obligation of HIV/AIDS service organizations and the surveillance officials of the Louisiana Department of Health and Hospitals (DHH) in prevention methods they use (or fail to use) in attempting to stop the spread of the acquired immunodeficiency syndrome (AIDS) virus.
