SECTION I ORDER & REASONS Before this Court is a Federal Rule of Civil Procedure 12(b)(6) motion1 to dismiss plaintiff Iain Watt’s (“Watt”) lawsuit, filed by the defendant, City of New Orleans (“defendant”).
