MEMORANDUM OF DECISION AND ORDER

MISHLER, District Judge.

Plaintiff brought this action pursuant to 42 U.S.C. § 1983, alleging that the defendants’ revocation of his license to practice medicine, depriving him of his property right to employment as a physician and his license to practice medicine in New York, was a violation of due process of law. Plaintiff has also applied for a temporary restraining order, pursuant to Fed.R.Civ.P. 65(b), to stay the enforcement of the order revoking his license to practice medicine pending a final determination by the New York courts.
