OPINION REGARDING PETITION FOR SUCCESSOR ADMINISTRATOR
BROTMAN, District Judge.
I. INTRODUCTION
Presently before the Court in these consolidated cases are two separate motions filed by Eric A. Smalls, Pro Se, (“Smalls”) and Karl R. Percell, Esquire (“Percell”), Counsel and Temporary Special Administrator for the Estate of James George Sewer (“Estate”).
