In this action, Warren G. Cousin (hereafter “Cousin”), a resident and citizen of Houston, Chickasaw County, Mississippi, sues the Houston Municipal Separate School District, the members of its Board of Trustees, and the school Superintendent.1, This memorandum of decision will include the court’s findings of fact and conclusions of law as required by Rule 52(a), Fed.R.Civ.P.
